So apparently there isn't an option for PHP 7 on the deluxe web hosting package which is a problem since things like WooCommerce will not support anything but 7 and greater. Why is this such an issue for godaddy to get this updated?

As far as I can see, that fix does not work for those with Deluxe Web Hosting.
Are you using WordPress deluxe hosting or Standard deluxe hosting?...
Please check the below screenshot for Standard deluxe hosting!, Look for red rectangle...
Maybe WordPress deluxe hosting is not having that feature...
Is you control panel cPanel or something else?...
I will send this report to my manager!, and he can forward to product dev...
Many applications due require PHP 7+...

It's the same as here, but they have people who signed up years ago limited to under PHP 7: https://ie.godaddy.com/hosting/web-hosting?isc=gdbb2228e

You are correct. As of February 27, 2019, GoDaddy Deluxe hosting offers PHP 5.6.27 as the "best" option for long-term loyal customers. Apparently this is how GoDaddy "rewards" loyalty. This is also true for long-term customers who have economy hosting. There is nothing "deluxe" about the deluxe hosting for long-term customers.
It seems GoDaddy does not invest in maintenance of its products. Rather than hold itself to a standard, GoDaddy tries to force customers to switch to a more expensive product.
I'm looking for better hosting options.
Can you upgrade the PHP on the managed wordpress to 7 or higher?
I contacted support about the same issue on this thread (am on the Deluxe Linux with the older, proprietary GoDaddy hosting manager) and they basically said (am paraphrasing):
1. Back up your current site (yikes, I got 5...)
2. Purchase the new Linux with cPanel plan (which would allow me to switch to PHP 7)
3. Restore your backup to the new plan
Basically, there's no in-place upgrade. It's a full-out migration.
